Judge Advocates (CTIP-JA-US019)

Judge advocates, General Counsels, and other legal professionals in DoW play a key role in advising commanders and leadership on the threats of human trafficking and the ways to combat it. Human trafficking (and trafficking-related activities) has been linked to waste, fraud, and abuse, blackmail, espionage, “honeypot” schemes, bribery, terrorism, and other criminal activities that weaken the ability of U.S. military forces at home and around the world. This training is heavily focused on the legal authorities – laws, policies, and regulations – that guide DoW’s response to human trafficking. There is a companion Toolkit that may be accessed outside of the training for those that want quick access to training resources.

NOTE: Judge Advocate/Legal Counsel training may be taken in lieu of the CTIP Refresher training to meet the biennial requirement in Public Law 117-348.

  • Describe what constitutes human trafficking including sex trafficking, involuntary servitude, forced labor, peonage (debt servitude), child soldiering, and related offenses and violations
  • Recognize signs and indicators that may be present in a human trafficking situation and identify possible human trafficking venues
  • Describe trafficking in persons laws, policies, regulations, and penalties
  • Recognize common victim and perpetrator profiles as they occur in the DoD
  • Advise on the scope of the violation and proper course of action when trafficking is suspected or confirmed

This specialized training is for Judge Advocates in the U.S. Air Force, Army, Marine Corps, and Navy, including those responsible for administrative law, government contracting, civilian and military personnel law, the law of war and international relations, as well as those serving as prosecutors for the military when conducting courts-martial.
