Combatting Trafficking in Persons

Required Training Materials

The Department of Defense Instruction, Combating Trafficking in Persons (CTIP) establishes DoD policy on CTIP and assigns responsibilities. The instruction requires heads of all DoD components to conduct an annual CTIP awareness training program for all Component members and provide data to OSD (P&R) needed to compile its annual CTIP report. Trafficking in Persons (TIP) general Awareness training is mandatory for all DoD military members and civilian employees.

Users with an Army Knowledge Online (AKO) / Defense Knowledge Online (DKO) account can access the training by clicking the "Joint Knowledge Online" link after logging in. In addition to the General Awareness training, a Leadership Training Module is available through JKO.

Once you are logged into the JKO site, click ‘Courses’ and type in the course number following the hyphen (example “US189”) under the NUMBER column and hit ‘Apply Filter’ to find the course and enroll. If you encounter any difficulties trying to enroll, please contact the JKO Help Desk at jkohelpdesk@jten.mil or 757-203-5654/DSN 668-5654 for assistance.

REFRESHER: For those individuals that have completed the General Awareness training through one of the above methods, you might consider renewing your annual training requirement through a shorter training module by clicking here.

The last of our planned training modules on law enforcement was fielded in January 2009. This module was developed at the U.S. Army Military Police School. The focus is on TIP identification, investigation, and information reporting and sharing with civilian or host nation law enforcement agencies. This training is mandatory for Law Enforcement personnel. (LE Memo)

A PowerPoint Presentation is also available for Law Enforcement training. These are authorized to be used as an alternative method to the online training.

Save the presentations to your files. This will allow you to view the notes and the answers to questions. You will also be able to sign the certificate at the end.

The law enforcement module will review general TIP awareness training; identify the crime of TIP; actions to take, and will provide scenarios for an appropriate response.

Combating Human Trafficking – Contracting Officers and other Acquisition Personnel (FAC 022)

The Departments of Homeland Security and State led the effort to develop government-wide awareness training on human trafficking specific to the acquisition workforce. It is specifically tailored for the U.S. Government acquisition workforce on combating human trafficking using the pertinent provisions of the federal acquisition regulations (FAR). The FAR provides remedies for the acquisition workforce to use against contractors who engage in human trafficking, including debarment.
